In response to the CIC Ontario Region Call for Proposals (CFP) issued at the end of March 2010 under CIC’s new Modernized Settlement Approach, the OCASI Board of Directors thought it would be useful to offer member agencies some resources.
This page is put together by the OCASI office to provide you with some resources that may be of help as you prepare your funding proposal.
The page may be updated from time to time. The number of resources will be kept to a minimum. If you are aware of any resources that may be worth listing here, please send an e-mail to ppteam@ocasi.org
Each item in this list is accompanied by a short couple of sentences regarding its context, status and usefulness.
None of these resources should be seen as nullifying any aspect of CIC Ontario Region’s CFP documents. The CFP texts themselves and the Questions and Answers provided by the department are the key official references for the current CFP.
- The
Strategic Plan for Settlement and Language Training. This document was
developed by the federal and provincial governments, with input from stakeholders,
early on after the signature of the Canada-Ontario Immigration Agreement.
It maps out the strategic directions for the implementation of COIA. It is
an official government document. Again, your main references for this CFP
are the CFP documents themselves and CIC’s Questions and Answers.
- A PowerPoint presentation on outcomes measurement by Deborah Tunis, Director,
Integration, CIC National Headquarters. Titled “Measuring
Settlement Outcomes: A Policy Perspective” [Adobe Acrobat PDF 332KB], this presentation took
place November, 2009 at the 9th Annual Public Policy and Third Sector Conference
at Queen’s University, in Kingston. It is useful as further information
on CIC’s current thinking about outcomes measurement. Again, your main
references for this CFP are the CFP documents themselves and CIC’s Questions
and Answers.
- A “Literature review: Outcomes and Indicators of Welcoming and Inclusive Communities and Workplace Initiatives” [Adobe Acrobat PDF 245KB], prepared by Matt Thomson, of the Social Planning and Research Council of BC for Welcome BC, Immigrant Integration Branch, Ministry of Advanced Education & Labour Market Development of British Columbia. This document presents outcomes, indicators and activities that may be engaged to achieve such outcomes. Please note: by listing this resource here, OCASI is not endorsing any of these outcomes, indicators or activities. The document is simply a resource that may help you in your thinking, and that you may quote from if you so wish, as you develop your proposal.
OCASI would like to remind agencies to be cautious about attribution of outcomes in a context where settlement and integration outcomes depend on numerous types of stakeholders’ roles. You will want to distinguish between more immediate service/program delivery outcomes (that can be attributed to your agency) and more mid or long-term outcomes for which you may argue your agency’s work is a contribution.
